The mayor does not have a background working with diverse groups of non English speaking broke foreigners who are in dire need of food, clothing, shelter, health care and education. Therefore he decided to treat them like a father by supporting them with taxpayers funds while his constituents were forced to do without. The realization that he had made a terrible mistake brought on a panic attack.
