Many towns had auxiliary or reserve officers who were used to provide additional manpower for these types of events. The FOP and IPA lobbied the Illinois law enforcement training board to make it very difficult for a municipality to have such officers, it takes manpower to keep this from happening and it has to be present before the problem occurs.
They were NEVER certified officers. The old Illinois Auxiliary Police and the other political hack groups were ticking liability time bombs. They had ZERO legal authority. They were made up of some of the biggest wannabees on the plant.
