Really, telling a guy who works in rail transportation. I see grain and potash rail cars everyday. They said the reason is because PTR, that is because of a shortage of personnel not because of the government. The railroad carriers don't pay their transportation people enough and don't hire enough people. That's the truth behind the scenes.
Same thing happened in the Ukraine during the Holodomor.
