Once high-ranking Cook County official signals he intends to plead guilty

A former Cook County official who also acted as a consultant to a red-light camera company indicated in court Wednesday he plans to plead guilty to bribery and other pay-to-play charges.

Patrick Doherty worked as a paid consultant for the politically connected red-light

camera company SafeSpeed LLC. He also served as chief of staff to former county Commissioner Jeff Tobolski, who has separately pleaded guilty to corruption charges.

“We’ve had discussions with the defense who has requested a plea agreement,” federal prosecutor Christopher Stetler said Wednesday during a virtual court hearing. Doherty’s attorney also confirmed her client would like to change his plea to guilty.

The next hearing in the case is set for Sept. 7.

Doherty is accused of conspiring to pay off a relative of an Oak Lawn trustee to support the installation of red-light cameras at additional intersections there.

He’s also accused in a scheme to bribe the late state Sen. Martin Sandoval to oppose legislation adverse to the red-light-camera industry’s interests.

Doherty also allegedly steered bribes to his boss, Tobolski, for helping an unnamed Chicago-area development company strike deals with the southwest suburb of McCook, where, in addition to his job as county commissioner, Tobolski also served as mayor.

Tobolski pleaded guilty to an extortion conspiracy last year and Sandoval pleaded guilty to corruption charges early in 2020 but died in December.

I am not going to be critical of 19th ward politicians. They tend to do the best job they can with very limited resources, and don't need to be beaten up. In fact, people should be helping them as they are among the last "normal" leaders in Illinois.

I am keeping the 19th Ward Chicago name because of the rich blog history going back to 2010 and because there is a ready-made base of similar-thinking readers. For now on, the 19th Ward of Chicago will be mainly a point of reference, an observation deck if you will. A place where allot of good-natured, normal-thinking people still live and can safely view the dysfunction overtaking America. Write whatever you want about whatever or whomever you want. Just keep it true and not vulgar.

At all times, we am going to comply with Blogspot's community standards. We have seen what happens when there is not such compliance.

We will never publish threats of physical violence or baseless attacks on people or institutions.
