On Chicago’s South Side, Shootings Are Way Down...And Here’s The Reason Why

It’s the plot of every classic Western film.


The sheriff, concerned that the violence in his locale has gotten out of hand, deputizes the entire community to fight crime and restore order.


And order is restored.


The only difference – this isn’t a movie. It’s the ultra-violent 6th District of Chicago’s South Side, home to record numbers of homicides this year.


There’s a reason why shootings and homicides in the 6th have dropped precipitously, after endless headlines of multiple shootings in Chicago night after night.


And that reason is the Sheriff of Cook County, Tom Dart.


The Sheriff’s Office is quiet about its work, but based upon CPD published statistics and the Sheriff’s Office internal statistics, shootings have dropped an average of 50% for three straight months, September through November, in the 6th.


“I couldn’t stand by and see the effect all the shootings were having on families in the community,” Dart says.


Things are complicated in Chicago, because the Chicago Police Department, the Mayor’s Office, and the Sheriff all share jurisdiction when it comes to preventing and solving crime in the city.


Dart, himself no stranger to controversy, did what any good Sheriff would do when law enforcement was breaking down.


He and his officers stepped in.


Dart created a “3-Pillar Framework for Reducing Violence in High Crime Communities,” consisting of surge enforcement, community engagement and empowerment, and community-based programming.


“We are averaging over 1,800 community engagements per month,” Dart says. “Our strategy of empowering the community has been a force multiplier.”


According to the Sheriff’s statistics, shootings in the 6th were down 55% in NovemberBy comparison, according to CPD published statistics, shootings citywide are down 19% this year. So getting a 55% drop in the 6th District is a big deal.


“The Sheriff is an innovator,” says Chief Augie K. Fabela II, who leads the Sheriff’s Chicago Violence Reduction Mission. “He wanted to know what strategies businesses use to accomplish their goals. So he brought me in. Most law enforcement officers might not think of hiring someone like me.”



Fabela is hardly an orthodox choice for law enforcement – he’s an entrepreneur turned cop after attending the Police Academy. At 25, Fabela founded what is now the 7th largest mobile communications firm in the world.


Dart tapped Fabela in early 2017 to run the Chicago Mission to reduce shootings.


“Our officers know the mission, are fully engaged and soak up the thank you’s from the community,” Chief Fabela says, “so they feel empowered. This is critical for successful law enforcement.”


Fabela is the liaison to Chicago Police Department’s District Command, taking full advantage of their newly deployed ShotSpotter and Predictive Police Center technologies.


“We talk and engage with the community,” he says. “They tell us where the violence is happening, we do something about it, and then we go back and tell the citizens what we did about it. That gives them a sense that their cooperation leads to positive results.”


Dart, famously in Chicago, refused to allow the Sheriff’s Department to assist in evictions during the 2007 economic meltdown, declaring that his people would not become tools of the banks taking advantage of innocent renters.


He also made headlines for suing Craigslist, claiming the online “general store” was the city’s biggest market for prostitution. He lost that suit.


“Chicago has been in the headlines far too often for homicides,” Dart says. “They say no news is good news. If we can stay out of the news for shootings, then that’s good news for our residents. We want our community to have a safe holiday season, and thankfully, that’s how things are shaping up.”

    I will say this much for him. He stayed in the Ward. Bridget Gainer moved north, Danny Boy Hynes moved north. They are embarrassed to be from here. But....they come here schmoozing us for our vote....and many Irish fools give them the vote.
