Mr. O'Shea needs to focus on the needs and values of the people in the 19th Ward. He needs to pledge that he will vote to decrease taxes and eliminate the garbage and water increases that he supported. He works for the people of the 19th Ward. He does not work for Mr. Emanuel.

Interestingly, the Sheriff tries to reform all the whores and gets plaudits for it, Matt tries to do something to curb the industry and Spielman makes tasteless puns. Hmmm
