103rd Street eastbound

There is a water main issue. City officials are on it but don't seem to be able to fix it. Meanwhile traffic is reduced to one lane. Despite plenty of warning signs, it is a traffic hazard during rush-hour.

Does anyone know anything about the water main and how long it will take to cure?

Do we ever go through a winter without it breaking in the same location?
