Governor Pat Quinn late on Friday thumbed his nose at Governor-elect Bruce Rauner and made 51 appointments to state boards and panels.
He’s not going quietly.
Quinn appointed individuals to multiple state commissions, councils, and boards, such as: the Illinois Council on Aging, Ambulatory Surgical Treatment Center Board, Blind Services Planning Council, Board of Credit Union Advisors, Deaf and Hard of Hearing Commission, Illinois Early Learning Council,
Illinois Holocaust Commission, P-20 Council, Council on Responsible Fatherhood, School Security and Standards Task Force, Sex Offender Management Board, Illinois Single Audit Commission, Sustainable Agriculture Committee, etc.
You get the idea.
Most of the appointments to the low-profile panels extend well into Rauner’s term, some that even go beyond, and some that have open-ended terms.
Vernon Foli of Chatham, who replaced Dustin Sutton on the Sex Offender Management Board, got a term that ends on June 19, 2019. Terra Brockman of Congerville snagged a term on the Sustainable Agriculture Committee that ends on December 12, 2019 – nearly one year after Rauner’s first term.

Of the 51 appointments, 50 do not need Illinois Senate confirmation. Quinn’s appointment of Michael Latz of River Forest to the Illinois Gaming Board, replacing Zaldwaynaka “Z” Scott, requires confirmation.
Rauner had Quinn asked to refrain from any post-election appointments.
Quinn’s action today may provide a hint on how he may act on Judy Baar Topinka’s replacement as Illinois Comptroller.
The governor’s camp and the governor-elect have been wrangling behind-the-scenes over who has the authority to appoint Topinka’s long-term successor.
Im sure a lot of these appointments will end up being for a month or two, maybe probationary employees. At this point I'm more concerned about who he lets out of jail with commuted sentences and pardons.
