    I guess "whatever happened to working your way up" means no. To me a college education is at least the bare minimum you should have to represent tens of thousands of people. The point is she was basically a secretary for the 19th Ward and her "qualifications" according to our local Democratic Party is all she needed. She does as she is told. Everybody with half a brain knows this. You are fooling no one.
